Menus and footers are built once and shared. Each page chooses one menu for the top and one footer for the bottom.
A page shows at most one menu, above its content, and one footer, below it. You build them separately, in Pages and Menus under Menus and Footers, and then assign them to pages.
A menu or footer is a layout: your logo, spacing and where each element sits. The links themselves live in a navigation, created under Pages and Menus, Navigations, and shown by the Menu element. One navigation can be used by several menus and footers.

Open the Pages list
In the admin menu, open Pages and Menus and choose Pages.

Open the row menu of the page and choose Menu & Footer. The Edit Menu & Footer window opens.

Pick a Menu and a Footer
Choose from your menus and footers. Clear a field to show no menu or no footer on that page.

Click Save Changes
The page shows its new menu and footer.
A new page starts with no menu and no footer. Assign them before you publish it.
Use the same menu and footer on most pages so visitors always find their way. When you edit a menu or footer, every page that uses it shows the change.
Give special pages their own: a checkout or login page often looks better with a minimal menu, and a landing page may use no menu at all.
Saving a page's content keeps its menu and footer, so you do not need to assign them again after editing the page.
The menu builder has Desktop and Mobile views, so you can arrange the menu differently on small screens. Add the Hamburger element to open the mobile menu, and the Language switch or Theme switch elements if you want visitors to find them in the menu.
Check every new menu in the Mobile view before you save it. Long link lists often need a different arrangement on a phone.
